Abstract

Este artículo es resultado de una investigación participativa durante dos años en el corregimiento de San Diego, municipio de Samaná – Caldas, como trabajo de grado Laureado del programa Administración Ambiental, orientada a reivindicar la gestión pública desde la gestión comunitaria como alternativa local al desarrollo rural. Para tal efecto, fue necesario asumir lo Ambiental como un derecho social, así como cuatro referentes teóricos, metodológicos y administrativos ---Territorio Rural, Concepto de Situación, Problemática Ambiental, Planeación Estratégica Situacional (PES)---, en coherencia con uno de los más dramáticos escenarios de lo que ha sido el conflicto colombiano y la vulnerabilidad social.
