Disaster response logistics based on social assistance programs. Case study: Earthquake risk in Bogotá-Colombia

The Social Assistance Programs support vulnerable population or living in poverty, some of them, produce and distribute food. Those programs have access to a significant number of vulnerable people, move large freight quantities, wide geographical coverage, and mainly, have a social purpose. Such features make social assistance programs able to be adapted and prepared to support the response against disruptive events as natural disasters. Nevertheless, the potential adaptation of social assistance programs does not have any attention from other publications. This paper uses the adaptation concept in a program called Bienestarina, which could support the disaster response in an earthquake risk scenario in the City of Bogotá-Colombia. The methodology has 5 phases: (i) A description of Bienestarina Supply chain was made, (ii) The earthquake scenario and the possible impacts on the population was described, (iii) the potential vulnerability of the Bienestarina network in the earthquake scenario was evaluated, (iv) a set of mathematical programming models for planning the disaster response was proposed, and (iv) quantification of the potential impact of the Bienestarina adaptation was shown. The results describe a feasibility integration of the social assistance program to respond to the selected risk scenario. The research value is mainly the evaluation of the integration of social assistance programs capabilities with the disaster response efforts and, in a second way, the formulation of mathematical programming models for planning the disaster response. The proposed models consider the network vulnerability and the concept of “Safety zones” for facility location.
